    What Is an Electrical Safety Certificate (Boletín Eléctrico) and When Do You Need One?

    The Electrical Certificate, known in Spain as the *Certificado de Instalación Eléctrica (CIE)* or colloquially as the Boletín Eléctrico, is the most important document for your home or business's electrical system. It acts as the ID card and the "MOT" (safety inspection) of your electrical network, proving to the Ministry of Industry and your utility company that the installation is completely safe and fit to receive power.

    Although it is a very common administrative requirement in the Community of Madrid, it often causes headaches for expats and property owners when the electricity company suddenly demands it, threatening to withhold power connection or deny a power upgrade.

    What information does the Electrical Certificate contain?

    This certificate, which can only be issued by an authorized and licensed electrical installer, details the exact technical characteristics of your installation:

    • Maximum Allowable Power (Potencia máxima admisible): The absolute limit of kilowatts (kW) your installation can safely handle. You cannot contract a power level higher than this figure without modifying the installation and issuing a new certificate.
    • Single-line diagram (Esquema unifilar): A technical blueprint showing how the circuits, circuit breakers, and cable thicknesses are distributed.
    • Holder and location details: The exact address of the supply point and the property owner's details.
    • Safety guarantee: The installer's signature certifying that elements such as the earth/ground connection, insulation, and the protection panel fully comply with the Spanish Low Voltage Electrotechnical Regulation (REBT).

    Situations where your utility company will demand a CIE in Madrid

    You do not need to renew the certificate every year. In fact, its official validity is 20 years. However, utility companies like Iberdrola, Endesa, or Naturgy will block your requests and demand a new CIE in these specific scenarios:

    1. 1.Registering a new supply: If the property or commercial premises is newly built and has never been connected to the grid.
    2. 2.Reactivation after a long disconnection: If you buy an apartment that has been closed for years with the meter removed, they will ask for a new certificate if the previous one has expired (is over 20 years old).
    3. 3.Contracting more power: If you install air conditioning or an aerothermal heat pump and need more power than your current certificate marks as the "maximum allowable."
    4. 4.Changing the installation type: If you upgrade from a single-phase to a three-phase system to plug in heavy machinery or charge an electric vehicle.
    5. 5.Change of business activity: If you rent a commercial premises to open a new business, the town hall and the distributor will ask for an updated CIE reflecting the new activity.

    How long does it take to process an Electrical Certificate?

    Under normal circumstances, if your home's installation is in perfect condition and complies with current regulations, the process is very fast. An authorized technician visits the property, takes measurements, draws the diagram, and submits the document online to the Community of Madrid. Within 24 to 48 hours, you can have the stamped document ready to send to your utility company.

    However, if the installation is old (e.g., lacks an earth connection, has cloth-covered cables, or is missing an RCD/differential switch), the technician cannot legally sign the certificate. First, the necessary upgrades must be made to guarantee your safety.
