What is an Electrical Certificate (CIE) and when is it mandatory in Spain?

The Boletín Eléctrico, officially known as the Certificado de Instalación Eléctrica (CIE), is an official Spanish document that certifies that the electrical installation of a home or business complies with current regulations and is completely safe.
Many expats and property owners in Madrid and Toledo are surprised when their utility company suddenly requests this document. If you find yourself in this situation, don't worry—it is a standard procedure, but it must be performed exclusively by a licensed and authorized electrician.
What exactly is the Electrical Certificate for?
The CIE acts like the "MOT" (or vehicle inspection) for your electrical system. It reflects the main characteristics of your electrical panel, the maximum allowable power, and guarantees that the wiring, protections, and sockets are in good condition.
Without this document, energy suppliers (Iberdrola, Endesa, Naturgy, etc.) are legally prohibited from performing certain administrative procedures for safety reasons.
When is it mandatory to present the CIE?
Spanish regulations require the presentation of a valid Electrical Certificate in the following situations:
- 1.Registering electricity in a new home: If the property is newly built and has never had an electricity supply.
- 2.Reconnecting electricity after a long period: If the supply has been disconnected and the previous certificate is more than 20 years old.
- 3.Increasing electrical power: If you need to contract more power than your current certificate marks as the "maximum allowable."
- 4.Changing the installation: If you have carried out a major electrical renovation at home or have changed from a single-phase to a three-phase installation (or vice versa).
- 5.Change of property use: If a commercial premises becomes a home, or vice versa.
Who can issue the Electrical Certificate?
Only an authorized electrician certified by the Ministry of Industry can issue and stamp this document. An electrician without the proper certification does not have access to the government platform to register the CIE.

What happens if my installation does not comply?
