Unlike other administrative procedures, the price of the Certificado de Instalación Eléctrica (CIE) is not fixed by law; it depends on the free market. However, there are standard price ranges and factors you should know to avoid surprises or scams.
Breakdown of the price of an Electrical Certificate
The final cost of the CIE is divided into two main parts:
- 1.Government Fees: This is the amount charged by the Community of Madrid or the regional government of Castilla-La Mancha to register the document. These fees usually hover around €30 to €40, depending on the region.
- 2.The authorized installer's fees: This includes travel, the time spent inspecting the property, drafting the technical memory, drawing the installation plan, and online administrative processing.
What is the average price in Madrid and Toledo?
For a standard home (apartment or villa) that already complies with current regulations and requires no modifications, the total price of an Electrical Certificate ranges between €120 and €180 (fees and VAT included).
For commercial premises, industrial warehouses, or very large homes that require an "Electrical Project" (installations over 100 kW or with special characteristics), the price is higher and must be quoted custom.
Factors that can increase the cost of the CIE
The mentioned price assumes your installation is in perfect condition. The cost will increase if the technician detects that repairs are necessary to comply with the law, such as:
- ▸Upgrading the electrical panel: If you have an old fuse box or lack a differential switch (RCD).
- ▸Adding an earth/ground connection: Fundamental for safety and mandatory for issuing the certificate.

It is common to find ads on the internet promising electrical certificates for €50. Be very suspicious. Often, these offers hide scams where the supposed technician will charge you hundreds of extra euros for "invented mandatory repairs" once they are in your home, or worse, hand you a fake document that the utility company will reject.
