Does the Spanish Electrical Certificate expire? When to renew your CIE

Learn about the legal validity of a Certificate of Electrical Installation in Spain and in what situations your utility company will force you to renew it.

A very common question among property owners in Madrid and Toledo is whether the Certificado de Instalación Eléctrica (CIE) has an expiration date.

The short answer is: Yes, the Boletín Eléctrico expires 20 years after its issuance. However, just because it is expired does not mean you have to run out and renew it... unless you need to do paperwork with your electricity company.

    The 20-year rule

According to current regulations, the official validity of a CIE is 20 years. As long as you do not modify your electricity contract or make changes to the installation, your supply will continue to work perfectly even if your certificate is 30 or 40 years old. No one is going to cut off your power for having an expired certificate.

When is it MANDATORY to renew an expired certificate?

The problem arises when you need to perform an administrative task with your electrical distributor. If your certificate is more than 20 years old, they will demand a new one in these cases:

    1. 1.When reconnecting a disconnected supply: If you buy an empty apartment whose power was cut off months ago and the original certificate is from more than 20 years ago.
    2. 2.When requesting a power increase: If you are going to install air conditioning or an aerothermal system and need to increase your contracted power.
    3. 3.Change of ownership (in some cases): Although the law says a change of owner does not require a new certificate, some distributors demand it if the installation is very old and they suspect it may be unsafe.

What does renewing the Certificate imply?

Renewing the certificate is not simply "paying a fee and getting a piece of paper." By issuing a new CIE, the authorized electrician is assuming legal responsibility that the installation is safe today, under current regulations.

Therefore, the technician will have to visit your house, check the electrical panel, check for leaks, measure the earth connection, and ensure everything complies with the current Low Voltage Electrotechnical Regulation. If the installation is very old, you may need small adaptations (such as changing the differential) before the document can be renewed.
